In 1785 King Frederick II of Prussia established a special intelligence unit, known as the Kaffee Schnufflers, to track down and suppress illicit coffee houses and roasters. Although it was enjoyed by the elite, the King was concerned that coffee drinking undermined the effectiveness of his troops in contrast with good wholesome beer (which happened to be a major source of government revenue.)
